Healthcare institutions are facing complex and multiple challenges: an increasingly ageing population, a rise in chronic diseases, the emergence of new issues (health promotion, ageing disability, social isolation, etc.), an increase in social and territorial inequalities in health, lack of access to medical care, the rising cost of certain treatments, expectations of personalized approaches to care, etc., as well as obvious financial constraints on the healthcare ecosystem and certain general constraints such as climate change, energy shortages and the growing scarcity of resources.
Our findings point to the emergence of a broad spectrum of innovative responses to these challenges: technological innovations, products, and services, organizational and managerial innovations, innovations in business models, renewal of R&D processes, innovations in governance, management, and evaluation, public regulation, often inspired by New Public Governance (NPG) (Torfing, Triantafillou, 2013), and, finally, innovations that renew the range of actors in these movements...
Morocco is not left out in this context. Today, it proclaims loud and clear its desire to make its own decisions without interference and to be the sole master of its destiny. However, it will have to make up for its lack of investment in the knowledge base compared to other countries.
In this regard, improving the conditions and access to funding for research and innovation, to ensure that innovative ideas, both from university laboratories and from research and development (R&D) departments, can be efficiently transformed into products and services that create growth and employment. This could have a positive impact on the creation of jobs and consequently on the national GDP.
This second International Congress of Innovation Therapeutics is an opportunity to promote, at the national and regional level, a collective intelligence that opens the way to invest in research and innovation.

The ability to judge a nation's scientific position is vital for governments, corporations and trusts who must decide on science priorities and funding. The basics of knowledge and economic fortune of a nation are maintained and developed through the production of highly qualified talent, this is what I expressed last year by “need to invest in the talent ! ". This is a necessary but not sufficient condition for economic development. sustainable. Other factors such as political and macroeconomic, including investments in infrastructure must also be in place to maintain this development . Moreover, private sector investment in public sector research enables and encourages interaction and the transfer of knowledge between business and higher education and therefore is critical to the development of a nation's talent and knowledge.
While the essential health needs of populations around the world “The Global Health” take precedence over the interests of particular nations, the reality today is that the very vast majority of research and talent is located in developed countries. To rebalance this imbalance, research must be relaunched as a priority, in developing countries to enable them to develop the tools necessary to improve their state of health, which is now apprehended by international organizations.
The question of R&D for the health of low- and moderate-income countries is the subject of discussions at the global governance bodies such as the WHO. Unfortunately, his registration in the international political agenda will be slow and it will not be smooth, due to the differences points of view between the many and diverse protagonists and the balance of power in their negotiations. A debate on the model or models to undertake for low-cost R&D would be in order.
Last year, I was asked the question "where should we start to promote research in Morocco ? and my answer was “maybe by the end!! ". Clinical trials still hold a place more central in the biomedical field because today, their role is no longer limited to the development and to the regulation of therapeutic practices and strategies. Indeed, carrying out a clinical trial has become simultaneously a tool for implementing therapies as well as a privileged means of investigation and development of fundamental knowledge on pathogenic, genomic and more broadly on human biology. To encourage such trials, a legal and ethical framework should develops to adapt to these transformations and to the evolution from the world of diagnostic and therapeutic research.
